Yes, any person operating a commercial motor vehicle requiring a CDL in interstate or intrastate commerce must participate in a DOT drug and alcohol testing program. Owner-operators must register with a consortium to meet FMCSA requirement.

 

A consortium is a third-party administrator that manages all or part of an employer's DOT drug and alcohol testing program. They handle random testing pools, maintain records, coordinate testing, and help keep you compliant with DOT regulations.

Annual consortium membership fees typically range from $350-595 per year (includes your company policy & Clearinghouse Registration ($275 Value). Individual drug tests cost $80 and alcohol tests around $60. Our unlimited driver pricing eliminates per-driver fees for better cost predictability.

 

DOT requires five types of testing: pre-employment, random, post-accident, reasonable suspicion, and return-to-duty/follow-up. Random testing must occur at a minimum rate of 10% for alcohol and 50% for controlled substances annually.

While legally possible, managing your own program requires extensive knowledge of regulations, certified MRO services, supervisor training, policy development, and record keeping. Most small carriers find consortium membership more cost-effective and compliant.

 

A positive test or refusal results in immediate removal from safety-sensitive duties. You must complete a return-to-duty process with a Substance Abuse Professional (SAP), pass a return-to-duty test, and complete follow-up testing requirements before returning to work.
